Publication policy proposal

1. Introduction. The Delegation of Authority Policy does not authorize members of the chapter to publish documents under the chapter's name without specific prior Board approval. The mission of the chapter would be served by public policy statements, which in practice may be edited and improved in the final days before they are due. The proposal below authorizes the President to delegate to the Public Policy chair the authority to make edits to a specified statement before its publication in some specified venue (e.g. comments on a Federal Register call for comments). We anticipate that the President would know the substantive policy statement by the Committee before delegating this authorization. The public policy committee has existed for two (?) years and has a record of making statements that are appropriate and in-bounds.
2. Revise Article II.2 and II.3 to allow the President to delegate to non-officers.
3. Add a section 4 to Article VI which reads:

(Alternative framing: The Board delegates to the president the authority to approve for publication a document on a specific stated topic in a specific stated venue.)
