Jamal Mazrui of the FCC has a zip of various guides that he has gatherd. This is related to a working group called FedAccessibility which has a yahoo group.

James was going to look into various tools to build this including Drupal and Wordpress. Jamal says there is an accessible interest group within Drupal. http://groups.drupal.org/accessibility
