1. The President is authorized to prepare and submit a grant application to the Wikimedia Foundation to host a seminar for the purpose of training people to hold Wikipedia-editing training workshops in accordance with best practices (the "Training"). This grant application may include funding for travel for participants in the United States and Canada.

2. Provided that the required funding is obtained:

(a) The Treasurer is authorized to disburse, or cause to be disbursed, a cash per diem allowance pursuant to the Travel Policy to individuals who are awarded travel grants to attend the Training. It is the understanding of the Board of Directors that all meals during the Training will be provided; therefore, the cash allowance shall only cover incidental expenses at the government rate.
(b) The President is authorized to approve expenditures in excess of $2,500 for the purposes of conducting the Training, pursuant to the Delegation of Authority Policy and the Bylaws.
