Tor is a browser that gives its user more anonymity against tracking, e.g. by an unfriendly government. However it cannot generally be used to edit Wikimedia. There is some exception for a designated IP it seems.

When someone refers to an Onion site, it relates to Tor, perhaps to the intermediate sites which obscure from each end of the IP connection the IP address of the other computer. See w:.onion on the .onion domain.
