Below is a proposed amendment to add to our Technology access policy as Article V.5. It addresses spam pages and accounts. By documenting this policy online, we can wikilink to it in the comments associated with blocks or deletions on wikidc.org and other chapter web sites.

5. Termination of Web Site Accounts. Wikimedia DC's public websites are intended to support activities by chapter members to accomplish of the chapter's mission. Authorized chapter members may immediately delete accounts, pages, and edits on chapter websites that do not clearly meet this mission-oriented criterion.
