Election policy amendment 2020

Resolution #1
The Election Policy is amended by replacing Article VII, Paragraphs 1, 2, and 5 by the following:
1. List of Candidates. Within forty-eight (48) hours of the commencement of an election under this Policy, the Election Committee shall prepare and certify a final list of eligible Candidates, and shall provide such list to the Secretary of Wikimedia District of Columbia (the "Secretary").
2. Distribution of Ballots. Within forty-eight (48) hours of receiving the final list of Candidates from the Election Committee, the Secretary shall prepare and deliver a ballot to each member of Wikimedia District of Columbia entitled to vote in the election.
5. Counting of Ballots. No later than seventy-two (72) hours after the time by which ballots must be received in order to be counted, the Election Committee shall collect and count the ballots, and shall certify and issue a statement containing the total number of votes cast for each eligible Candidate and the list of Candidates who are thereby elected to the Board pursuant to the applicable provisions of the Act and the Bylaws.
And an Article III, Paragraph 3(e) is added, with the following:
3 (e). Reporting. Within two weeks of the counting of ballots, the Election Committee shall report to the Board on the results. If the election succeeded in arriving at a conclusive result, the Election Committee shall report publicly on the Ballot, Exhibits, and Results.
Notes
The following text is not part of the proposed resolution:
- In III.3, make explicit that there is an expectation that the election committee produces a certain kind of report after an election: the Ballot, Exhibits, and Results as shown on Meetings_(2019–2020)
- article VII -- in VII.1, VII.2 and VII.5, give committee a bit more time just to be realistic -- I suggest 48 hours, 48 hours, and 72 hours
- Point to where the quorum is specified, for speedy clarity. It is in the bylaws, article V section 5. A reasonable practice after a election is held that does not meet the quorum is to recruit new members and quickly run a new election.
